He felt that there should be an appropriate monument to commemorate all those Indian soldiers who had sacrificed their lives in defense of their nation. He proposed his idea to then Prime Minister Jawaharlal Nehru, who immediately approved it and gave instructions for the memorial to be built in Dharamshala.

The War Memorial was designed by the famous Indian architect Charles Correa, who designed it as an open-air pavilion. He used red and brown sandstone for the pillars and corresponding flooring, which provided a stark contrast against the lush green surrounding hills of Dharamshala. The 6 pillars of the memorial represent the six divisions of the Indian Army at that time.
